She isn't in Cobalt. But her cobalt outfit was still inspired by her mainstream counterpart's. Just a few slight changes and the addition of the freedom fighter symbol.

Besides, it is an awesome outfit. Eggman may be a huge jerk, but damn if he doesn't have a good fashion sense for himself and his grandmasters.
