Well, the battle suit was a foreign aid, this power is part of Ron, so in "theory" it would not be cheating, I remember there is no rule that forbids you to use your superpowers in the game

Considering that Kim sabotaged Prince Wally's campaign posters and got away with it, she doesn't look all that disapproving of Ron's actions.

I still think it's cheating. Kind like having Clark Kent as an all state running back with his unnatural abilities.
This is high school football and remember Mr. B.'s comments after he found out about the battle suit? Cheater! They probably had to forfeit that preseason game.

Clark Kent *is* Superman tho and it was always "unnatural" for him to hold back as he did since he was always that strong. It would be like having someone whose natural ability was incredible strength beyond human, but still not a superpower (even if he was human) play football. The ability is normal to him, and while it may be a "cheat" for the team to have someone who could bowl through the others with ease it isn't illegal in football.
Ron's mystical monkey power has always come from his desire to protect or help Kim. I suspect that on some level, he figured that it would make him outshine Kim and didn't ever want to do that. Ron was ready to step up and go from being "Mr. Forgotten" to "Mr. Partner" by the time they graduated, which was a good step towards their eventual marriage.
