Back story:

Vicky and his sister Miharu were born and raised in Olivine city. Their parents are Fishermen who worked at the restaurant on the seafront... Vicky and Miharu became childhood friends with Jasmine and went on family trips to sunnyshore in sinnoh every summer, where vicky met Volkner and instantly became his fan. When he turned 14... He decided to start a pokemon adventure in Sinnoh... and strive to be Volkners sucessor and become the next gym leader of Sunnyshore. Even though he loves electric pokemon, he's a mixed type trainer and trains any pokemon he finds cute or awesome.

Vicky met Tsuta on route 208 on his way to Hearthome... Vicky heard small cries from the tall grass. He followed the cries to an injured shiny Espeon. Feeling concerned; vicky rushed her to the pokemon center in Hearthome. Vicky found out from Espeon's psychic power that she was abandoned from a trainer from Kanto. He decided he would adopt this Espeon... from that day they became partners and best friends.

I used a cheat to get Tsuta on my first Diamond game... and caught her on that route. :3 So the story is mostly true. If you played leaf green/fire red there was a trainer with a shiny espeon... I forgot its gender... lets say it was female. lol. They abandoned her.
