I will say the head enlarges slightly as she breathes so whatever program your using it likely affecting the whole image, not just the chest.

Now I don't know a thing about animation, but maybe try to separate the head and limbs from the body and apply the effect only to the chest. Then reattach the limbs but animate them to move with the best as it distorts going in and out.
This is just a theory however.
