Heh, no it's a base. You make a picture with no hair (and sometimes no clothes) and other people get to add in the hair and clothes on their own. They're kinda like training wheels for newer artists and can help them get the hang of drawing and shading hair and clothes. Some people call them dolls I guess because you can dress them up in a sense.

Oh, no, I draw clothes on most of mine, like this one with the dress. Mainly people who are good with the body and anatomy don't include the clothes, but I can't even anatomy so I usually keep the clothes on my bases.

I just add it to the base when I'm making it, but when other people are using the base, they download it and open the picture in whatever program they use and then draw it in themselves.
