Well, it comes with time when you experiment a lot with brushes. I never know how the circle will look like in the end, I just play and save what I like ^^

Beside the gaussian and motion blur settled on 'Light up' effect, I do pick a normal circle brush from photoshop on 'overlay' with opacity 13% and mostly choose light colors (yellow/orange) to get that goldy shine over the drawing. I put it a little bit on the hair,skin, on dark part of clothes.
And the programm Photoscape has many vibrant and shiny filters which I'm in love. The programm is free.
