I imagine baldi is actually a creature who descended from humans in the distant future, and sweeping time is a robot. In this future, recources and food are so scarce, humanity has became an ant-like race. Baldi's role is to assess potential usefulness in children, feeding and caring for those who appear to offer use to the colony in adulthood, and terminating any lazy and useless kids who would grow up and have recources and food wasted on them. He isn't EVIL, per se, it's just he knows how tight things are in his world, and wants what limited food and recources there are to go to kids who show potential.
