I see your point that people might do shipping wars , but even if the company doesn't hint for shipping , people would still do shipping and gonna make wars about anything .

Teasing for shipping doesn't necessarily means their relationship is gonna reach to the point of dating or marriage. I don't think some mild forms of romance like flirting is gonna do any harm .
Just because they are partners doesn't mean their relationship can't be more dimensional than that . I see Shadow and Rouge relationship having different sides , including the romantic side of their relationship. Which is why I like their relationship.
