Description
This is an assembled GIF animation from Vampire Savior: The Lord of Vampire. I saw someone else's version, but re-did the animation anyways.It looks pretty bad, due to the lossy format, and GIFs don't animate fast enough to make this realistic.
The move is performed by Jedah, on Lilith.
Someone made a code for MAME that lets you, as player 1, stand so you're touching Lilith, and press 'Z' or 'X' to initiate the move. It can be done in a 2-player game.

Oh god Q-Bee's B+ attack on lilith is the other half as it expands her butt.
...Too bad Q-Bee's only sexy sprite like this is her burn sprite, and of course that removes almost her entire outfit leaving not much more then three little fragments sticking to the naughty bits and a bit on her legs.

and it just makes his beads swell. lol, it was funny with demetri and his "come here baby" move or whatever, it turned him into a sexy girl :0

To answer your question the Sange Passare technique pumps blood into a part of an opponents body untill it bursts. The body part/parts effected are different on each player.
