As the title say, here s my entry for contest
We had to design a character for her story, it had to be sci fi ish 80s vibes ish and we could create villains, add backgrounds and such so here goes
I think he d be some second hand villain (like not the story s main villain but still a nasty one)

I saw that we could use mythological inspirations so i used Medusa as a reference for his race !
His people would be gorgons descendants but mixed with spider features (hence the 3 additional eyes on his forehead), they d be able to turn the ends of their hair into blades but the power of turning people into stone with their eyesight would ve disappeared through the ages, replaced by a few hypnosis habilities except for a handful of them.

Our man would be one of those, beside being born albino he is blind in one eye (yellow one) which when open can paralyze people rather than killing them on the spot since that power grew weaker with time. And that s why he d wear glasses and open said eye only when needed to avoid hurting any allies.

So he d be the right hand man of some huge company leader that would use nasty methods to get what they want. Including paying pirats to do some job they can't be associated with. He d be the one recruiting pirats and finding sensitive information on them (like threatenning their family ect) if they happened to refuse his offer, and so they can't break their contract once complited.
I think he'd be driven by greed and power seeking because he would ve been left out by his peers as a child because of his albinism and uncontrolable power at the time or something like that
And last his name Cecil means blind which is fun because he got 5 eyes LOL SO FUN *gets slapped* anyway you see my point hope you like it and that he fits your story somehow was very fun to do for sure
