I always make an 8bit version to check the amount of details it can take, and then draw the final design from it.

I'm not much of a spriter, but that one was made to check the amount of details the RMs can take (with their sprites as a base), so I'm not really in such a hurry to fix that one up XP

I'd say the sprite is very well done for what it is. Capcom's interpretation might be different, but for the most part, I'd say it fits in with the rest of them.

I made one a few days ago but then I realized it was a Dynamoman ripoff, so yeah. If I come up with another idea I'll make him, I don't want to make a generic RM with a bowling man in his hand XD

That's what I said. The turban and the eyes are very Mojo Jojo. Great Mistman pic, but I think if Mojo Jojo made a power suit (MM-style) to go against the Powerpuff girls, it might look something like that.
