The Evils are a group of characters (Lich King and his undead; some demons who ended up siding with him, Harbinger and a small squad of Reapers, and then Ur-Didact, with his seemingly (re?)growing Promethean army) from varying universes misplaced in this... ...hellscape that is SFM.This scene pretty much goes like this:
The Skeleton steals a Felguard's sword, Felguard tries to chase him and fails. Skeleton attacks Prometheans on way to unknown location, gets himself captured unscathed (don't you find it odd...? - Warden Eternal), which leads to this moment, after 117 was brought along to help Ur-Didact understand humans better and for 117 to rewrite the Mantle to some degree while figuring out who this skeleton is. So while they wondered, Ur-Didact sent off a Knight to bring the others along.
117 goes: I don't know, any thoughts?
UrD replies: No. He is not from our realm. Knights have no idea either. Knight, go get the others. They might know.
???KNGT: BY YOUR COMMAND -- Yes Didact. [Disappears]

Felguard: He took my sword, but I know not his name... Why did you bring me---?
Lich King: He is not of the Scourge. Not raised by my plagues. Not mine... Impossible.
Harbinger: That is NOT Shepard. Forerunner-Commander, what else am I required for?
Didact: As it seems, we must get this thing to answer our question ourselves...
[The Skeleton awakes to this scene].

3: 'The Evils' have since been renamed to 'The Mantle's Enforcers' after the Lich King and Harbinger ceased affiliating themselves with it.
4: If you know this skeleton, then I regret to inform you that he tried to steal a weapon from a weapon rack guarded by Prometheans. That's why he's there.
