Technically, no. An organism must have signally and self-sustaining processes in order to be alive. Some germs do exhibit some activities that are shared by most living organisms but they're also lacking many others that would undoubtedly make them 'alive'.
Germs are not alive and neither is the sack of flesh we call a fetus until there is heartbeat, the signal and self sustaining process. Plants also share some of these but are straddling the fine line between being considered alive or not.

Then I suppose the billions of tiny cells that make us up arn't alive hm? They have no heart ebat and "lack" a lot of the thigns you say they need to have to be alive. Well, this stamp isn't really about fetus's in a later stage of development. As I had shown in the description via photograph, it's mainly about first trimester fetus' because that's when most abortions happen.

First trimester, fetuses don't have any sentience whatsoever, therefore, no more feelings than any plant. On the other hand, plants DO grow, reproduce, and 'breath' (as they convert CO2 into oxygen). They DO have a future - they provide oxygen, often bear fruit or flowers containing seeds, utilize energy through photosynthesis, and create more plants. Isn't that essentially what human life is? We breathe, we grow, we consume energy, we reproduce. Taking this stance, let's look at a fetus as, say, a wildflower. Something abundant and unlikely to become endangered anytime soon, like a daisy or something. Say someone accidentally planted daisy seeds in their garden, and decided that they didn't want them once they realized they were beginning to grow? It's not like it'd be the crime of the century to weedwhack a few daisies. The daisies don't know it. The fetus doesn't know it. They're not sad because of it. And there's always a better reason for abortion than just a poorly-concealed excuse to whip out the weedwhacker and go to town. There are bad situations they don't want a baby born into. There are health complications. There's rape, and incest, and HIV that might be transmitted to the baby once it's born. There are any number of things.
Anyroad, just my feelings on the matter, and comparing a fetus to a plant and all. Sorry -- I probably sounded a lot bitchier than I intended. I don't mean to hurt anyone's feelings or be too disrespectful with all this, you know, just stating some opinions and whatnot

Never mind the fact that plants are living and even have a sensitive nervous system that respond to outside stimuli similarly to our own. Also kindly ignore the fact that plants live for the sake of the next generation; plants are nothing if not future oriented, given that they put their entire being into producing seeds (often in fruit).*

Fetuses don't even have the ability to breathe for like ten weeks. The brain and heart and nervous system aren't fully operational until approximately 25 weeks.
