A while ago someone asked me how I paint in this style and I promised, that I would make a tutorial. So here it is!
I made this using Krita using a wet brush.
There are some software that have wet brushes as well, but sadly (as far as I know) Photoshop doesn't have such brush,so it will take more steps to replicate this in Photoshop.

It would be easier to show in detail with a video, but currently it is not possible for me to do that..
Make sure to experiment with the brush and wiggle alot. That's what I do.
