I think this supposed to be shippy but it could be a friendship/bromance type thing too. It would be cute if,Β since both Tony and Bucky suffer from PTSD, Steve comforts and helps comfort them when they have nightmares and feel safe. Tony and Bucky kind of look like children and Steve is the parent.
