Tal was made when Dr.light Gave Dr.Tenio extra parts for rock and Tal's concept was born and why is he is a sniper joe???,well Tenio saw a perfectly good sniper joe with his head blown off and at his side so he pretty much took the rest of the joe and rocks parts and combined them into one and tal was born
