What was needed to do this outfit was well done and completes the look to define a specific character. It's very clearly tracer, I don't know what else you want to satisfy your qualifications of what creates a cosplay.

I'm pretty sure every single submission on Deviantart is for attention. If attention wasn't the goal for any of it, no one would post their art in a public format. So your argument is pretty flawed there. Also there's nothing wrong in a cosplay being a character in casual wear. Half the fanart of popular characters is them in casual wear. If someone can get the appearance right, by just doing hair and make up, they've done well!

I know you know about the flag, but seeing anyone wearing an American flag without a hint of irony is already cause for alarm, with it being an attempted cosplay of a canonically British character being the cherry on top of the WTF sundae. (The only non-American who can get away with wearing the American flag is Clownpiece, and that's because she's referencing the flag that was put on the moon rather than the flag in general)
