[link] < Brush set, you'll wanna use the first brush for hand-painting in the glow, but If you use Photoshop elements use brush #21 (airbrush pen opacity tool)I know many glow effect techniques that I'm too lazy to explain in this tutorial....
so just drop me a question or something if you need to know how to do a different kind of glow effect

This tutorial is meant for Photoshop Elements, but it works the same in any photoshop or paint program as long as you have Gaussian Blur or a blur similar to it (any blur will work as long as you can adjust radius size)

Anyhoo, I think this could be used in some small details... as in... when... I don't know... editing a scanned picture? e_e
