So Frisk isn't doing so good now. After the genocide route was mentioned again, Frisk got reminded of all the guilt they felt after finishing the route. They hate for it to be mentioned because they are so in touch with their past that even something small can make them remember what they did.
Frisk regrets ever starting the genocide run, and wishes that it would've never happened. The genocide route just so happens to be the only route Sans remembers pretty clearly, though.

That's out of character for Papyrus though.
Papyrus has already seen Frisk at their worst. And still refused to fight.
So Papyrus attacking them. Memories of genocide or not is massively out of character for him.
