CONSPIRACY THEORY!
To follow the footsteps of his more well known brother and creator of the Powerpuff Girls, Professor Utonium, Professor Moshimo wanted to create a hero on his own. He started from scratch and created Protoboy, which... didn't go as well. It was also the first time he ran into Dr. Kamikazi, who is just an eldery Numbuh One (Codename: Kids Next Door) who wants to rid the world of mean and bossy adults. (That's what he meant by "Trying to take over the world".)
After that predictament, he contacted his friend Nora Wakeman to help him. She told him she created a superfighting robot named XJ9, known to her friends as Jenny Wakeman, and that she would be glad to help him.
They designed their project, which was also a superfighting robot. They built the body using a Powerpuff template, and made it blue, like XJ9. After finishing the project, Moshimo got a letter from his biggest fan, Tommy Turnbull. Fearing that his project will fall into the hands of Numbah One, who spied on him and plans to rid all bossy adults with the robot, he shipped his creation to Tommy, knowing he will keep him safe. That's how the series came to be.
OR... Mr. Jan Van Rissjelberge ripped off other characters from cartoons. No offense though.
