Pound Cake is feeling down in the dumps because he's a bit of a late bloomer like Scootaloo was and has several bullies making him miserable, so he goes to her for a pep talk.
This moment in the story, and thus this commission, was created before "Crusaders of the Lost Mark" gave them canonical cutie marks, so that's why she has a scooter mark.
