The POD is Alberto Fujimori being assassinated by Shining Path in 1989 before he could become a Presidential candidate. The Shining Path wins, only to prove that they are incompetent. As a result, the MRTA of Victor Polay overthrew the Shining Path in 1994. Ecuador, Bolivia, and Chile occupied parts of Peru. The current government is a coalition by the MRTA with the original Soviet-aligned Communist Party, and MRTA had softened to a Chavista-style regime. Remnants of the Shining Path, who took care not to name themselves as such, still operate, but they are no longer as powerful as they were.
