It's not a movie, it's an Anime of the 80s by Tatsuo Hayakawa and Hayao Miyazaki called "Sherlock Holmes" (also "Sherlock Hound" or "Meitantei Holmes" in Japan).
The characters are dog-like and it's really funny.
