I actually learn it by myself if you talk about pixel art.
If you talk about ALttP more specifically, you can found how that work easily on the ALttPR website and discord.
It's not that difficult but requires a lot of time as there is nearly 200 sprites for Link there.

for pixel art in general, do you have any tips for a new person? i wanted to draw anthros and humans but i don't know where to start.

I would suggest to see some spritesheet you like, and try to reproduce it with your own touch.
There is not really a place to start, it's just practice.
For drawing tho', you will maybe need to try to look for anatomy class or things like that if you want to progress quickly.
