I'm a huge South Park fan, Tweek being my favourite character I decided to make this deviation of him because I was bored.
The scene is Tweek has been paint spraying a wall, and has been caught by someone and is now stuck in the spotlight... Literally, and being Tweek - he's sh*tting himself.
Anyway it didn't take long for me to make, about 45-60 mins. First I made a basic avatar portraying Tweek on an online SP character creater. Then I pasted him onto a photo manipulator program called GIMP (it's free to download and easy to use if interested just type it in google). I then rotated the head slightly, adjusted the eyes, added a wall pattern background, used a paint brush with white paint for the snow and used a air brush with gray paint for the foot steps. Used the air brush with green paint for the graffiti on the wall, snow and on Tweek, sketched the spray can on the floor using the pencil tool, then coloured it in using the paint brush, and then finally added the light effect and sparkle and that was.
And just incase any hardcore South Park fans start to complain about Tweek not the sort of kid to be doing this, I know, I was just bored and made this for fun.
