This is one of the Seven. The Demon Omega, code named 'The Gatekeeper'.

She worked for the Dark Kingdom, and was sealed away after the battle against the Neo Senshi. Her body was sealed up in a holy room and her soul was sent to Hell, where she guards the gates, earning her the nickname. Her body was taken back over forty years later and was used to house the soul of Queen Metallia and became lost after her defeat.

Her uniform is actually similar to a Furisode Kimono with a Sailor-Style skirt and knee-high boots. However, as her body is lost, this is her Soul Form.
