A submersible or a hover craft drone.
I came up with a short story idea. Title. Sea below what is above.
An underground city mirroring the surface city. The underground has a few slang terms to it called Reverse or Rev. The floating city is revered worldwide as a first of its kind and widespread acclaim has lead the image of this, a prosperous city, a wealthy and peaceful providence, to attract the eye of criminal enterprise and opportunists. The city is essentially an artificial moving island. For security reasons, it is always on the move. It is owned by no country but of which its construction had been commissioned by richer nations and permitted by the UN as a resourceful alternative to hosting large waves of (illegal) migrants. It is the free mans paradise but not lawless.
This glorious city can be seen upon the horizon at times and far off the coast of neighboring countries. People hurry to flock to the city at this time for trade, unique services, exotic influence, seek asylum, career/sea change or simply to begin a new life. The city has for every 5 years an elected leader and is referred to for this brief period as, 'The Pirate Lord' or 'Governess' with a self professed 'King' alternate below.
Beneath is equally bustling and bountiful and just as beautiful. It is accessed by submersibles or a daring sea dive adventure. Many on land are unaware of what haunts this city just beneath although it sustains it partially. It contains a localized problem when strange sea peoples and full sea vessels suddenly appear and disappear. As it isn't formally recognized as a nation no aid is provided by other nations as it can only abet to an on shore problem. Nothing shall be done to damage or break the, 'Peaceful treaty to all neighboring peoples and may this city become vassal to no nation'.
Propagandized as 'The threat from beneath. The sea devils', violent protests threaten the noble enterprise of this peaceful venture. Drones patrol the circumference of the cities water border and access becomes exclusive to those within the troubled movement. Pools of water begin to appear on surface and the floating city begins to lean as its reverse side grows. In this case, the mirror does not lie and its reflection reveals what is formally to become recognized as truth. Eventually the city is anchored and so begins its outward expansion. Azuron becomes a nation.
