The Doctor has many different bodies which he connects his head and lower neck to depending on the situation he will be attending. It just so happens when he went to give a speech on a planet on Cyclonian lockdown he had his battle body equipped. After a failed assassination, with Altra dashing in front of a plasma bolt shot from one of the many skyscrapers around the open field filled with rioters and people who were against the Empire. The Doctor commanded Altra to locate the assassin, which he did with ease. Altra snatched the guy by the neck and flew him down to the elevated floor The Doctor was on.

"This man that stands before you is no hero. He is no one to idolise. He is a plague that withers this society down. He Attempted to end a new beginning for you people. Your rulers failed you and we are here to replace them. Failure is not an option here at the Cyclonian Regime" he announced. The Doctor's voice echoed across the entire city through every device that yielded an audio playback device. The Doctor then removed his cape. It slid off his shoulder plates revealing what seemed to be a random collection of arms tangled around his body. Suddenly, they all folded out neatly and stretched out and many weapons ignited with a neon-blue. They hummed violently as he walked towards the man being held down by Altra. "Someone who is unable to accept the future does not belong to be with it, and this too applies to all of you who speak ill about us" He uttered and turned towards the crowd, completely silent. They were about to witness a public execution. The one in Altra's unbreakable grasp remained quiet. The Doctor's heavy, metallic steps echoed what seemed to be forever on the metal floor.

"I hope you all remember this when you even think about disobeying us..."
