Draft horses have their tails docked as babies so that it won't get caught while they're driving. It serves a very practical purpose to those who actually use their drafts in driving, but otherwise it's just for fashion (which is cruel). However, it's not cruel if the horse is used in driving, because it would be much much worse if the tail got caught in the wagon or in a wheel and ripped off.
Anyway, Gus' owner did not dock his tail, she rescued him so she had no say in it.

Yes, they can, but sometimes it's just more practical for the horse to have their tail already "tied".

I love cropped draft tails. Some of my girls had their tails done but some haven't. I love their little stumps. lol

They usually do it when they are very young (couple months) when the bones are still pliable. You can anaestitise them and do it (what we do), but once they're past a certain age, we don't do it anymore.
