This is a crossover with Sailor Moon.Oh, Raditz, of all the Sailor Soldiers, you found the dodgiest, one of the Sailor Starlights.....( Sailor Star Healer, as it says on wikipedia. I just watched some random episodes and didn't bother to remember their names.)
About these Sailor Starlights....well, for short, they are girls when they are transformed, but guys during ' the day' . Yup....I was confused too.
I messed up her outfit because I had a bad reference <_<

if you go by the manga when in civilian form they are women in drag in the anime its men to women via transformation

XD Well....technically, since she took her clothes off -and she was supposed to have some sort of scouter that helped her transform and since she took that off too....Raditz had a surprised....but he was too wasted to notice XD
