Β At a glance, everything is so whimsical and innocent, but then jumps out a sexualized panty shot.Β It is an anomaly that begs attention.Β Judging by the skill this artist shows in his other works (which is quite high), I would assume that it was very much intentional.Β

With all the beautiful and amazing things going on such as the jumping cat, the vast amount of flying crows, the realistic hues of the sky, the fire in the broom... and all you see is a panty shot? Geez.

There may be a lot of other things in the picture, but look at them again. All the flying crows and sky hues are things you look at later. Those are the background... the last things one looks at (although the fire
I'm not a total expert at this part, but I think the first place everyone's eyes are gonna go is either the witch's face, or her broom's fire. Then, based on the lines arrangement and content of this picture, I'll bet the very first place people's eyes went after that was right to the panties. There's even bright color around them to guide you, if that weren't enough.
But... I can't defend this hater that much. At first they seemed to be a person who honestly had an objection to the tastefulness of the subject material, but based on their replies, they've just gone down into trolling...
But you know, people do usually fixate on the things they hate. I hope that person appreciated all the other things in the picture and just couldn't get over the fanservice

I acknowledge all of that 
On one hand, I thought it was a very good drawing, I was especially blown away by the background and the dynamism within the piece, looking at the rest of the artist's gallery showed me that the exaggerated anatomy and the extreme perspective were pretty much intentional, considering the rest of their works show great skill in those fields.
On the other hand, I saw the panties, and I knew people would do too and grab their pitchforks because we have yet another panty shot in the DDs. But in the end, I thought it wasn't fair to not give this a DD just because it shows panties. I usually don't feature panty-shots as DDs because I know it's going to cause an uproar in the community, but you don't have any idea how many incredible pieces will never get a DD just because panties generate so much anger in the viewers. I still consider that to be censorship to some extent. But people will always focus on the flaws instead of the virtues.

Well... people don't usually make pieces with the actual intention of getting a Daily Deviation, but if certain things never get DDs, then... well, people with art like that will know from conception their piece will never get a DD and won't even expect it to be possible.
I guess... if someone knows they've practically forfeited their DD to make what they wanted to, then I guess there's no harm if they don't get one, (unless the artist is bitter about this forfeiture as they forfeit 
Of course people will focus on flaws in DDs. Aren't Daily Deviations supposed to be flawless? That's what people think, so if they see flaws, they're gonna get mad.

anyway. is something provocative bad? there can be either amazing AND provocative art. In my opinion I think the persperctive is off. but only that. The draw looks nice and the coloring is really good. I can't really blame anybody since it's a really hard perspective. But it can be improved with practice

No seriously, I accept your opinion but I think there are other things more appealing about this artwork that the panty shot, so it bugs me that you're putting it and me to shame for giving a DD to "a provocative pic". That's it.

The problem is that it's not high quality art. The artist can't decide if they want it to look traditional or digital, the details are fuzzy (like the face, the hat isn't actually attached to the head), the anatomy is terrible (the left arm, the midsection, the right leg), and the concept is boring and impractical. How many flirtsy witches have we seen lately with their underpants showing? Bah! I'm a little sad to see this as a DD as well, but frankly I've given up hope on DD's and the popular section of deviantART. oh well, there's still good stuff if you look around.
