Some people have asked how I make comic panels, so here it is. I think it's pretty straight forward, but comment if you have any questions. (This is my first tutorial) Hope it helps!

This is in Gimp, but it shouldn’t be too difficult from Photoshop or other programs. (In Ps, to stroke the selection you go to Edit>Stroke, you’ll probably have to set the line width to 10px or so, depending on how big your comic page is.)

For overlapping panels – make the under panels first, then select the ones that will go on top. Once selected, Ctrl-x to cut what’s in the selection and then stroke the selection.
