Wow! It amazes me how much I've improved, ( I hope I'm not bragging or anything.

xD I use a wacom tablet, adobe photoshop elements 0.7 (mostly to crop backgrounds and resize things) and then I use easy paint tool "SAI" to paint.

Very nice! The colors are great and I really like the background, its simple but it ties everything together quite nicely. Nice texture too. There are still some problems with the anatomy (around her shoulders in particular) but just keep practicing and you'll get the hang of it in no time. Her nose seems a little off too, its too high up, that or the nose bridge is just too thick.
But overall great job on this! And happy valentine's day
