No, the red, glitchy guy isn't Chara(although, they may be...idk), it's my headcanon of The Forgotten, a character in Deeperdown of unclear origin that takes over Flowey's body. This scene is sorta supposed to represent the small bit of Asriel remaining inside Flowey trying to fight him off.

Damn, it looks like something I just doodled in 5 minutes....T-T
