I think so... Well, as purebred as you can get with a hybrid "designer dog". All Kennel Clubs still consider them to be mixed breeds.
I know the owners got her from a puggle breeder. They adopted their first dog. But then when they wanted a second dog, the rescue organization wouldn't let them adopt because they already owned a dog! So they went to a breeder.

I am not surprised that kennel clubs consider this particular dog to be mixed. As far as I know, the pugs have a flatter face

Yah, it's a cross-breed between a pug and beagle. There are lots of hybrid dogs out there... yorkiepoos (yorkshire terrier and poodle), labradoodle (labrador retriever and poodle), bugg (boston terrier and pug), chorkie (chihuahua and yorkie), etc. They're pretty popular now.
A member of my photography club has a shih tzu/poodle mix. They're known as shihpoos, but I call them shihtpoos!
