Even before getting further upgrades Bolt was already a slippery little guy, when you've been trapped inside a bordered up metro with nothing much to do but play around in an unfinished construction area, you kinda get good at jumping around after a while.

Bolt even has a go-to strategy for evading Murder Drones and it goes something like this: First off, avoid running around in the snow and instead jump from car to car and swing from street light to street light. The deep snow will slow you down, next, take the chase indoors. Bolt knows that even with his overclocked running speed he can't run faster then a flying Murder Drone so he negates that by going into buildings.

Lastly, when he breaks line of sight he tosses his backpack full of scavenged goods into a nook where he can pick it up later, if found it could be used as bait but Bolt can leave it if he suspects such, ditching the extra weight and surviving is his priority.

Once he's in his element he becomes nigh uncatchable, hiding in the crawl space above office ceiling tiles, using metal pipes as both weapons and high jump poles, or as V's about to find out, sliding under a closing door.
