The Arbiters are the absolute elite in Rotheon's army of Dark Angels, proficient in both magic and brute strength, they are completely loyal to their dark king. They are Rotheon's voice when in the battlefield, and their power is absolute. Frightful to behold, they are absolutely terrifying in combat, armed with a wicked flail. They are feared by both angels and dark angels alike.
