I used a program called Gimp; I use it for all of my digital art. I opened and prepped the eye photo, and then added new layers with the colors and set them to overlay and then added shadow and highlights to the iris and eyelids so add more effect and realism.

=Onyx-Tigeress and :devaliseenchanted: are two of my favourite artists, and thos are their tutorials on making eye manips. One's for Photoshop and the other's for Gimp, but I found that both programs have the same tools and work very similarly.
