Its that cold logic that I think really made the Moonbase era Cybermen so utterly chilling.

That dismissal of human concepts like promises or compromises really add that little extra psychological horror when you can see that even in the smallest ways the Cybermen truly have lots their humanity if it impede's their progress for survival.

Would I be wrong if I think of the villains trying to use the Cybermen as their tools like being Nazis hunting for relics they thought would give them power?

Yeah, another of my favorites.

What I meant was that in Tomb of the Cybermen, the villains in that story went searching through ruins to uncover something they hoped would give them the power they desired. It's like when the Nazis worked to procure relics they thought were mystical or would grant them power.
