Investigation Report A-03:

"......after Lacus fully controlled the whole country, she started to rebuild a new army. This new " Lacus' army " was combined with former ZAFT,

part of Orb, and other small forces around at beginning.

And in this new army, selected personals would be sent to a new-funded "Academy" to receive a whole new train program.

After completed it, the personals will not just improve their ability and skills dramatically, also become extremely loyal to Lacus.

Also, those personals will have higher priority to be assigned as officers.

With the "generals" that Lacus recruited, the new army was totally controlled by herself.

As for the "train program"is still a mysterious now......"
