The character selection to Naruto: Raging Storm, which used fanwish selections of Storm 3/Generations as a base model.The roster isn't as massive as it would've originally been since the Naruto story only goes from Land of Waves to Sasuke Retrieval and Naruto's Homecoming battle with Kakashi (and Naruto & Sasuke's battles with Goku & Vegeta) and DBZ only goes from Saiyan Saga to Trunks' warning about the Androids (with Goku fighting Naruto in the time period between the battle with Freiza and his arrival on Yardrat and Vegeta fighting Sasuke about a year and a half after Trunk's warning *thus giving him the Super Saiyan form*)
Ichigo is a bonus character to promote the sequel: Budokai Resurreccion, which is a DBZ vs Bleach game.

I hate being the guy that complains on other peoples art but you're definetly a bigger naruto fan than dbz cause the dbz side is bullshit and theres more naruto characters than dbz

It's not that I like Naruto more than DBZ, I like them evenly, actually. It's just the roster is the way that it is because of how much story the game covers. DBZ covers from Saiyan saga to the end of the Namek Saga plus Trunks' warning about the Androids and a flashback of Roshi vs Ozaru Goku, whereas Naruto covers the entirety of Part 1 (minus filler.
