While I have never seen Cynder's fear ability, reading about it both on the wiki and in fanfiction, I must say I like what I hear. (And just the whole idea of Cynder being able to reduce enemies to useless fodder is a nice idea...)
And you shouldn't thank me, thank the particles creators. They are the real heroes for making such particles.

Fear is absolutely cynders strongest element, but I always thought that cynders personality would let her use it to much. She doesn't like even her enemy's suffer. But would rather end them quickly.
Her wind is definitely my second favorite.
The makers did do a good job on the particals indeed

I always see the usage of both Spyro and Cynder's elemental attacks to be a "Necessary Evil".
Of course this works better for Cynder giving her past.
Sadly her Wind element would be pretty difficult to show correctly, as opposed to her Poison, Fear or Shadow element.

Her past is a big part of why I think so.
Why is that?
Couldn't you just make a wind like effect come out of her mouth?

It's not that I can't particle edit a particle to be white/grey.
It's just that it wouldn't really be VISIBLE.
At least not in a bright scene like this GIF here.
Could I do it? Of course, but it would need a scene like "Surrounded" or "Determined" (As they are pretty darkened)
But I'm willing to give it a try once I've figured out a Wind Element GIF situation...

I could send you a video of Cynder using it in game if you like, but it's more visible than you think.
It's a visible whirlwind type thing that you can see even in the brightest level of the game.

Hmm, I'm not really sure to be honest.
Only advice I could give would be to look up the official guides from Valve Software about how to start using Source Filmmaker.
Beside that, I would just say practice.
