It's a half-surprised half-distracted look! Kinda like a "I guess he knows what he's doing with his tail but at the same time he's distracted so he doesn't?" reaction.
Kinda like if someone you feel close to or have a crush on puts their hand on your hand or arm and doesn't pull it away.
That same sort of "Oh... This is... New and feels kinda nice."
