Bounce Man and Spectrum Man don't have a set destination on their processors, so they're just wandering the outskirts of Giga City. Well, it's more like Spectrum Man's wandering and Bounce Man's just, well, bouncing, because, well, it's obvious.Bounce Man: Well, where do you want us to go?
Spectrum Man: I dunno. Just somewhere I can paint.
Bounce Man: Have you tried the mountains?
Spectrum Man: Nope, too standard.
Bounce Man: The forest?
Spectrum Man: Yawn.
Bounce Man: Oh, I know! How about mixing the two together!?
Spectrum Man: You mean like the tundra?
Bounce Man: Oh.
Spectrum Man: Painting landscapes has gotten a bit boring for me lately. How about something different, like a group shot?
Bounce Man: Ooh, how about you do you and me!?
Spectrum Man: Nah. I need the inspiration to just hit me.
In the distance, Bounce Man, obviously being able to see farther owing to his huge size (in fact, at exactly 13 feet tall, he's the largest Robot Master currently recorded on the database!)*, can spot a cellular data tower in the distance, alongside a couple of figures, one being much bigger than the other.
Bounce Man: Hey, do you know what I see? *increasing the speed of his rubbery bouncy step*
Spectrum Man: *running to catch up* What!?
Bounce Man: It's Duo!
Duo!? Surely he doesn't mean the guy from the meteor incident... Does he?
Suddenly, Spectrum Man stops moving.
Bounce Man: *also stops bouncing along* *hops back to where Spectrum Man is, only to find he looks to be in some kinda flashback-induced trance* ...Spectrum Man?
Clearly he's knee-deep in the middle of remembering something important regarding Duo.
Bounce Man: *waving his hand and snapping his fingers in a vain attempt to get him to snap out of... w-whatever it is just happened to him* Hello? Earth to Spectrum Man?
Spectrum Man: ...Meteor incident...
Bounce Man: Wait a minute... Meteor incident?
Suddenly something comes back to him.
Bounce Man: Oh that's right, you must mean that incident with the Evil Energy!
To be specific, he means that time during the meteor incident wherein he was attacked by an Evil Energy-afflicted Bass, allowing the dark contagion to spread to him via visions of a ghostly figure resembling the robot Duo was fighting much earlier in the day. Eventually, Duo himself was able to rid Spectrum Man of this purple haze, and since then, he's had kind of a soft spot for the big guy with a big heart and an almost-as-big left hand.
Spectrum Man: *coming back to reality* Meteor incident!! Come on, let's go!!
Bounce Man: There's the Spectrum Man I've only known for a couple hours!
So they head off to meet Duo and whoever he might be with.
Mega Man -

I of course had to do something different than just have Spectrum Man go all like "oh BTW I was attacked by evil energy once and Duo saved me", so I did this bizarre scene where the events which if handled by a different DeviantArtist would've been summarized by a simple explanation play out in his eyes, which change into figures and silhouettes representing what happened to him not that long ago.

He was a ordinary corupted politic name steave who wonts to be a mayor of neon town , but his rival george win again , in night angry steave take a walk in forest when a energy meteror of disaster hit him turning into powerfull skeleton robot , when he notice how strong he is , he wont take over neon town and then entire world , so he create his own small army to build a landscrapper that is far away from neon town , then he send his flying minions to send letters around world to find 12 robot masters that will help him reach his goal.

For mega man he was ordinaty boy name aron diod who have a normal life of student , he alweys protect his friends and family , dealing with his bullies easly , one day flame man attack neon town , arom tries protect his towm but flame man hurt him realy bad , when aron hides from him , a meteor of justice hit him turning into mega man , then he fight again flame man and win , he can also make his armor disapear to be aron again , but when something wrong goin on he transform into mega man and save the day

Come to think of it, your story follows similar beats to MegaMarioPacman and his Adventures of Thermo-Freeze Man comic, with weird magical meteors that turn whoever they hit into superheroes.
