Yes it is free to use! Rules are on my profile but the most important is to Download or enlarge my images all the way to save them. obviously they wont be in any good quality if their not downloaded as the right size.
i made this to work on a charecter design for sm before. i consider this more a template than a base, i left the bangs and the eyes in not simply just to use them but to reference them so you can redraw them with your own eyes. When i do it i put this on low opacity and then trace it on another layer putting in all the details i want there.

MS PAINT COMPATIBLE YES! i used a pencil tool ^^ tho i wouldn't recommend ms paint
