Just think of the Cybermen.
The RAPtroopers and by and large the entire D'arcovian Empire in the alternate timeline of Earth, are heavily inspired by the worldbuilding of the early 60's Doctor Who serials. Mainly, I stuck with the concept of "This is the culmination of several centuries of build-up" in mind, as that's more horrifying because when we allow bad things to happen in our own world, we do nothing about it. After all, if a frog is being boiled in water, does it notice? Some of the ideas here were scrapped, by the overall foundation that they are built upon remains the same.
