Here's a Robodillo Badnik from Sonic Chronicles, they were some Mobians that got roboticized.I know this may be random, but these guys plus the Kintobor looking guy (Doctor Maddon) reminded me of the 1991 Sonic video game bible, and in it when Kintobor turned into Robotnik the first thing he said to Sonic was "What are you gawking at, you ugly thing! Stand still so I can rip your quills out and turn you into an armadillo-bot!" So was interesting lol, but it's more than likely a reference to the Roller Badnik that Robotnik would build in Spring Yard Zone.
And yes this looks different than from the in-game art, but I based this off of the concept art. And I was just drawing different things and thought this didn't look that bad so I uploaded it.

Robotnik didn't create Mobius, because before he was Robotnik he lived on Mobius as a citizen. And Kintobor wanted to rid evil from the planet, while Robotnik wanted to cause chaos to it.

Well, it just doesn't fit the backstory of Kintobor and besides him and his family grew up on Mobius. All the rings, monitors and powerups were created by Kintobor though, and the Badniks, traps and dangerous stuff was by Robotnik. Also the natural of Mobius is different than that of Earth.

Exactly. And that wouldn't make sense if the series started out on earth. In StaySonic the guide book to the Sega video game and StC, it says Mobius is light years away from Earth plus in a different dimension altogether. And sure Mobius is like earth in someways, but so is the Mushroom World from Mario.

Yeah and that Classic Sonic in it is a child version of Modern Sonic, so it is not really Classic Sonic the real Classic Sonic from the 90's was 15/16 and Modern Sonic is 15.
