Edit 1: I made the edges transparent and made the stamp the correct DA size. Because of the scrolling letters I was unsure of how to make the edges transparent. When I joined the group stamp kingdom they said in there rules that stamps need to have transparent edges and I wanted to submit this one thankfully they redirect beginner stamp maker to experienced ones that are willing to help. So I contacted and he emailed me telling me how to use masking to hide the words outside the border. I really appreciate how helpful he was.

Using Photo Shop. You create layers and then animate them by creating frames in the animation window and then moving / hiding or un-hiding layers. there are plenty of tutorials on DA with more info if you are interested.

Except general screen resolution is 72 pixels whereas print resolution is 300. Even so, in that measurement those inches are actually square, so you're measurement is the square inch, not the one side.

I used the Photoshop conversion which would be the size if it was printed out or in real life and not the size of the screen as that would change from screen resolution to screen resolution.
