clearly a water theme going on here, and the two legendaries are a being who can walk on water and a creature that can turn into anything. One could say this is rather telling, she wants to be whoever she wants to be and go wherever she wants to go. I am not sure if that was deliberate or accidental but the symbolism is quite clever.

That was totally accidental (I just took my favourite water Pokémons because she loves water and sea) but it actually works perfectly with the story
