Come darkness, Chaska takes the form of a vicuña, a wild camelid related to the alpacas she once loved. Her Sybal is, in many ways, cumulative of those last memories of her mortal life, made of swirling mist and dawn light, a spirit of the Andean mountains, and a representation of all the things she loved about that faraway place. While Chaska might scoff at such emotive symbolism, she takes great pleasure in her nightly form, and is markedly easier to approach at night than during the day. She is silky soft to the touch.
Sybal Power: Mayu Kuti
Named for a kind of weaving pattern that is said to resemble the Milky Way, mayu kuti is a form of divination, though it does not actually predict the future. By touching a person, she is able to view the threads that bind that individual to others. Glittering golden threads sprout from the heart of the touched and radiate outwards, leading and connecting to those with whom that person has strong relations. The effect lasts for as long as she can maintain focus on the divined, with a soft limit of approximately half an hour and, in the case of strong bonds, a mile-wide radius. The threads burn brighter the stronger that person is 'bound' to the other, but does not reveal the precise nature of the relationship. It is more difficult for her to read an unwilling subject than a willing one.
Docile or Feral: Docile
Chaska's stern exterior wanes somewhat at night. She is more expressive and warmer of personality, though she is quite docile, and retains full control of her faculties. Oft to be found reclining on her favorite pillow in her private parlor at the Estate, or out with a fluctuating number of hobbyist astronomers, recording the movements and debating the meaning of the Syballian stars. Ministerial business comes first, always.
Personality:
Reserved, elegant, well-spoken, and stern. Chaska is a natural diplomat and economist who cares deeply for Heiros and its prosperity, yet she can come off as stiff when dealing with Newcomers face-to-face. A woman of logic and procedure who takes comfort in the certainties of hierarchy, and is not easily moved to emotion. She is the proactive, not reactive sort, and can become overwhelmed when dealing with situations over which she has no control, or in abrupt changes to her environment. Does not suffer fools, and prone to vanity.
History:
In the Land of the Sun King
Chaska Palla was born Qayara, a third generation daughter of the conquered Lupaca people, and a true citizen of the Incan empire. Her father was her people's Empire-appointed leader, the one who managed their prosperity and worked with their Incan rulers to enforce law, order, and the Incan way of life. They had a loving and unusually affectionate relationship, and he sometimes took his youngest daughter to the great city of Cuzco, to show her the might of the Empire and the good that he was doing, despite his unpopularity among the tribe. She saw the great roads, the temples and irrigation systems, and even though she was not Incan, she was as proud of their accomplishments as if they belonged to her. As she came of age, she wished only to serve her father, her family, and her emperor with dignity.
Then, when she was a young woman, the Empire of the Four Quarters fell from the grace of the gods. A mysterious sickness spread down from the North and descended upon the capitol without warning. The plague infected the mouth, nose, and body of the afflicted with oozing blisters, and took the lives of thousands-- including that of the King, Huayna Capac. Soon afterwards, the empire which Qayara had loved for its stability and order erupted into chaos. The chosen heir to the throne, Huascar, went to war with his brother, Atahualpa, and the kingdom was rent in two. Qayara's beloved father took up arms to defend his Emperor and the city of Cuzco, and never returned.
Though she knew that her father would have wanted her to move on with her life in joy, Qayara's heart was never the same. The fervor with which she had performed her duties to home and country was replaced with an unflinching stoicism, as cold as the waters of Lake Titicaca. She married one year later, to a childhood friend of appropriate rank, and went about the important business of beginning a new household. Though she was well-treated by her new husband and to all appearances their relationship was a good one, no burbling child came to bless their union. Qayara suffered miscarriage after miscarriage, a private grief which thrust a wedge into her marriage. Her husband left her in the summer of 1532 to join her father's ghost on the front lines. News of Huascar's defeat arrived by chasqui courier only a few weeks later, and Qayara was left widowed and alone.
One frigid morning before dawn, Qayara woke, gathered her weaving and a carrying cloth of provisions, and took to the mountains with her flock of alpaca. The solitude of that misty morning remains sharply in her mind, four hundred years hence. She remembers how the frost clung to the woolen thread on her drop-spindle, glittering in early the sun as she whirled it, round and round. She remembers her flock, spackled over the rocky earth like the scattered shards of her own heart. And she remembers how hot the tears against her skin, as she prayed to the Earth Goddess, Pacha Mama, for mercy, and entrusted to Her five years grief.
When she opened her eyes, before her spread a forest, tall trees entwined with delicate golden fog. With a sob of relief, Qayara chose to believe that the goddess had heard her. Clutching her spindle close, she stumbled to her feet, and into a new life.
The City of Immortals
The City treated Qayara well, and she availed herself readily of her new-found freedom to become learned in the arts of accounting, mathematics, and engineering. Eventually she found her way to a position at an architectural firm, balancing the books and working on high-profile projects for the District. The bridge bordering Doxa is her own work and was one of her greatest public accomplishments before becoming Minister.
When the previous Minister of Heiros decided to retire from the position in 1623, Basileus approached her with the hope that Qayara's logical nature, intelligence, and talent for numbers would help resurrect Heiros' economy and bring new life to the quietest of the five districts. To Chaska, Basileus was and is an emissary of Pacha Mama, a good god who rescued the long-suffering from the chaos of their everyday lives and brought them home to Paradise. To be asked, then, to serve directly under him was an honor she never once thought about refuting. Upon taking the Mark of Ministry, Qayara also took a new name, and was introduced to her people as Chaska Palla; representative of the goddess of the dawn, as the Sapa Inca was representative of Inti's blood on earth.
Heiros has prospered under her governance, though the increased regulation and law-enforcement presence under her many, many policies has made her unpopular among those who seek a more organic lifestyle...not unlike her father before her, so long ago.
Additional Info:
- Chaska is fascinated with the science of the stars. She has learned much from the cultures of the Aztec, Maya, and Greeks, and has invested much of her own money into enlarging the Unidad's collection of books on astronomy, astrology, and related subjects. Ergo, the Observatory at the estate was the first public works project she mobilized after taking full responsibility as Minister. It is the first and only building of its kind in the entire city.
- Although she initially had disdain for the written word, and scoffed at the idea that one would need to write something down to remember it, her long years in the city have done much to change that opinion. Even she has to agree that it's hard to remember over 300 years' worth of events at the drop of a hat!
- She is quite the fashion enthusiast, and enjoys a variety of styles, not only those of her native people. She loves soft things most of all.
- She still takes solace in her weavings, and in the tradition of the Inca, she rewards loyal members of her cabinet with one article of fine clothing per year. She has an entire department in her ministry of men and women whose sole job is to produce these fineries. Those who are particularly favored of her may receive something she has woven herself.
- Loves sweets. Keeps a box under her desk for particularly long workdays. Or any workday, really.
- Strongly believes that those who come to Sybal Heim were destined to do so. Those who commit crimes against the City or harbor Insurgent sympathies are looking a gift llama in the mouth and deserve not sympathy, nor mercy in the eyes of the law.

Colo: *Slinks down the Heiros hallway, moving noiselessly and keeping a wary eye out for any who might spot him. He makes his way like a prowling hunter, darting between large decorative plants and crouching in alcoves for cover. An office door lays ahead of him, and the sight brings a smirk to his boyish face. He puts his ear on the door, listens for a beat, then slides inside and shuts the door behind him. He walks confidently across the empty office to the desk, where he kneels, looking for his prize. He knows it is there, somewhere. He laughs when he finds it--a box of confections. Intensely pleased with himself, he pops one into his mouth, only to go rigid when the office door opens again with a 'bang'. He hurls the box away from himself and leaps to his feet, leaning casually against the desk and attempting to look innocent.* AH! Minister Chaska, greetings--I was looking for you! There was an, uh, issue that I needed to discuss with you. About our districts. Yes. Official business. That is why I am here.

Woohooo, I was so hoping the minister would be from the Inka Empire! What a cool design. Her description got me thinking about constellations in Sybal Heim and how there would definitely be people trying to puzzle that out. I like her personality - she makes for a cool minister!

I also love her Sybal form. So cute and yet fierce, I'm sure! I really like her Sybal power too. (Who would she see if she looked at Theo?! Inquiring Insurgents want to know)
I just had one historical comment - the Inkas actually did have a writing system, the khipus, which probably would have been brought to her hometown as part of her father's cooperation with the Empire if they didn't already have them. Still really different than most writing systems since they were knotted cords, but the Inka definitely did record things for posterity too.
I can't wait to see pictures of Chaska and Tris for some reason! Both such cool ladies running a district, and yet so different! Congrats again on getting the Minister position!

That is true indeed that they did! Most of my research indicated that the khipus were used more for record taking (such as their endless censuses) than for recording more general knowledge. Do your sources say otherwise...? o.o

Well, the missionaries reported that they used the khipus to teach catechism and prayers to the conquered Inka, and the Inka also used khipus to make confessions. The missionaries also said that the Inka kept their history, literature, and religious teachings on khipus as well. For a long time this was believed to be a fantasy on the chroniclers' part and, when the numeric system was decoded on khipus in the early 20th century, it was believed that khipus only recorded census/economic data with no other semantic value. However, recent research has completely challenged this view in favour of much greater use of khipus than what has been commonly believed among Andeanists. Do you have an Academia.edu account? If so I could link you to some of the articles recently published about how semantic value was encoded in khipus. A lot of this is actually still unpublished (my mom is one of the main researchers in this field hahaha) so I can't go into TOO much detail other than what's in those articles, except to say that there are some really exciting breakthroughs in khipu research coming soon! Anyway, I don't want to hijack your comment section too much but I'm super passionate about khipus so if you want to talk more you can always send me a PM.
Again, I'd just like to reiterate that your character really excites me! (I even just told my mom about it hahaa, "Mom you remember that group I have been talking about? The new South American person is from the Inka Empire!" She was mega excited about the vicuña. xD) And what a cool design. I just love it!

Holy shit xDD That is one expertise I did not expect to collide with here! I don't have an academia.edu account but I may certainly look into it, I pulled most of my research from books (many of which are several decades old by now). What an exciting thing to discover!!
